Ok, I'll try to make clear my problem.

I am running a slightly Modified Dell Dimension 2350 (See Bottom For Specs). I recently Purchased a SATA raid adapter for a PCI Bus, and a DVD Burner that is SATA.

As you can see the adapter card has 2 SATA connection slots. When i plug the drive into slot 1, that is the one one the long side of the card, my computer refuses to boot windows, and a small red light on the card next to the plug comes on. When i connect to slot 2, the one on the short side, no lights come on, windows boots, but never recognizes the drive as present.

I have checked to ensure the drive has full power. I honestly have no idea what this could be caused by. Any suggestions or tips for troubleshooting or otherwise solving this problem would be greatly and deeply appreciated.

CPU: Intel Pentium 4 2.2 GHZ
Motherboard/Chipset: Standard Dell Dimension 2350 Board
RAM: 1gig DDR
Graphics: ATI x1550 PRO (PCI BUS)
HDD: 60gigs (Free Space: 3.57gigs)
Functioning Optical Drives: 1)Philips CD Burner/DVD Reader
PSU: Rosewill 500w

I think that covers all the basics, or at least all I can figure would be useful. Tell me if you need more, and specify what. As an added note, the Drivers disk for the Adapter card has failed me. Not that the drivers are bad, but it is the small disk format, that for some reason, my working drive will not recognize or read. I can't seem to get the drivers downloaded from the website.

Sounds like the SATA speed; looks like the card only supports 1.5Gig transfer rate, if the DVD drive was defaulting to 3.0Gig you might need to use a jumper to force it to 1.5Gig.

I'm not sure that I understand? I know for one that the DVD drive has no specified speed. Also what do you mean use a jumper, if you mean like a jumper cap, we got a problem, the drive dosen't have any pins to mess with, atleast not that i can find.
