C2D 6750 running at 3.0ghz on air
2gb (1x2 sticks) elixir ram running at 750mhz (1:1 ratio with the cpu)
500gb western digital 16mb cache hard drive
inno3d geforce 8600gt overclocked to 600mhz (stock 540) core clock and 780mhz (stock 700) memory clock
I got the gigabyte p35 chipset (GA-P35-S3)

basically im happy with the performance, but I feel I can twek it a little to make it perform really good. for example, I want to get the 8800gt which will boost the gaming capabilities on this baby. also, my neighbour suggested I change the ram, because this one is running 5:5:5:17, which is really slow for 750mhz (stock is 800, so its actually underclocked!). what else can I do? also, please dont suggest watercooling and stuff like that because 1. im on a limited budget, and 2. I got a 400watt psu, and cant get a better one because of reason 1. all advice is appreciated!

Not sure if you can change the clock multiplier in the BIOS on your chipset, most likely you can. Try with lower settings and gradually work your way up. Check for system stability, and temp readings.
