Cant install in safe mode

Hello, i can't access system restore. I believe that my computer is highly infected and I can't access system restore. It has been disabled in the registry and when i change it, it changes right back.

Boot into safe mode with networking (F8 on startup). Download, install, and update malwarebytes. Do a full system scan.
