HOW TO DISSABLE USER ACCOUNTS IN WINDOWS XP HOME

I havw a friend that their grand daughter keeps getting into their machine and putting a password in as the administrator and can never remember what it is and they keep having to reformat the hard drive to get past it how can we dissable user accounts so this will not happen again? Hello I guess I did not ask my question right, I am trying to disable the whole thing my friend does not want or need accounts but their grand daughter keeps getting in their and setting one up and password protecting it and then she cannot remember the password. Can you help me with that I know there is a way to do this in the system 32 files but I have not done it in over 5 years and forgot how to do it. Thank you in advance jacks5j

Thank you the top one is closer to the one I need I am trying to set it up where no one can set a password on the administrator ever.
