Problem with internet connection

Hello, im not quite sure this belongs here, but maybe some1 knows about theese things here.

I've recently changed my mobo, afterwards i had a few problems with my router and internet connection.
After talking with a representative, he guided me through those issues and my all was working well.

Now i noticed that i cant play net games at all because i have very high ping.
I did a trace route and thats what it said :

My provider is bzq, and after talking to another representative about their high ping server he told me that it doesnt matter if the ping is high as long as the ping of the last server on the list is low, and he said there's nothing he can do about that.

my question is, whose fault is it? can i blame it on their server or is it a problem with my pc?

My response times spike well over 200ms to any of the bezeqint.net addresses in your trace route as soon as it hits "customer-side-bi-4-pal6.pal.seabone.net [195.22.197.34]". It looks like Seabone.net is owned by Telecom Italia so maybe they are having some issues with it right now. Bezeqint.net probably gets their bandwidth from them so they cant really do anything about it. Time to complain to Telecom Italia ;)
