Vista picture gallery problem

In windows vista picture gallery when trying to drag a picture from the gallery photos to a tag as you click to drag a circle with a red line appears on the icon and you can not put it in the tag. What do I do to enable this action?

Janet43, if you are in photo gallery, if you right click an image, is one of the options add tags? i am not real familiar with the program, but I am able to add tags within the program if I choose this option.
