e6550 not performing as it should

I ran the 3dMark 06 CPU test and the Sandra Arithmetic tests, and got well below what the CPU guide says I should get for a 6550. What could be causing this? My mobo is the Gigabyte P35-DS3R.

I don't think temp is a problem. Speedfan says 47 and 45 for the Core 0 and Core 1 temps respectively immediately following the test.
 
What are your complete system specs. A computer uses all of the components "together" to run applications. Sometimes the PSU is severely taxed and can cause CPU to throttle back to be able to run without issues. Not that I'm saying your system is doing that, but we need to look a the whole picture (whole system) to make informed suggestions.

Edit: Is speedfan inaccurate? Could the temps be higher than speedfan suggests?

Bump. I really need help. It's on par with a much cheaper e6400 and getting annihilated by an equal performing e6600 in 3d Mark. (Comparing my scores to others'.)
