Hanns-g driver

Hello,
Hanns-G 28 in. Monitor producing Smug like display on icons windows and text. Looks like if I were trying to draw the objects moving fast. Checked the monitor menu, set to factory settings and still the sam results. Have any ideas what could be causing this.
