Problem, data call from fixed line data modem to mobile data modem

I have a problem in connecting with the GLOBESURFER ICON modem, which is I need to make a data call from side to side using eaither a fixed line or mobile line, when I make a data call using SIM card(either voice or data SIM or both) in GLOBESURFER modem to a fixed line modem (conexant D850 56K V.9x DFVc modem), the connection established successfully and the call done.
when I make a data call from the fixed line data modem to the GLOBESURFER modem no connection happened and we receive NO CARRIER in both sides, I try many settings for both modems but nothing happened, Is there a special settings in the network or in the SIM card or in the modem must be done for the call establishment? I try it with both SIM cards with the voice and data one and the data only SIM card. please help me in this problem..
