5000+ BE Weird results ...

I just built a new pc with the 5000+ BE and tried to OC it but got some weird result...
 
When i check the system properties in windows it shows it running at 3.1 ghz however when i check rmclock and cpu-z they both show the cpu running at default 2.6 with a multiplier of 13  
 
I was wondering which one i should beleive at this point or if i screwed up somewhere possibly ...
 
The motherboard is the M2N32-SLI Deluxe

Doesn't. If you want to save electricity, turn it on. For overclockers, it should be off.

Think of it as an automatic underclocking trick.

@ Zylatis:  Cool and Quiet is software that will automatically adjust your clocking and voltage dependant on current need.  Once installed, you have to enable/disable in your BIOS.  If you're overclocking, chances are you want to hit a certain speed regardless of actual need, so Cool and Quiet really doesn't fit the overclocker's equation.  It's kind of the Anti Overclock.  :P

Cool and quiet LOWERs the voltage and multiplyer. Most bios wont allow you to modify the multiplyer without disabling its auto control since they can conflict.
