hello,
I am unable to boot my hd with the vista operating disk, it keeps looping and I'm uaable to access safe mode or any of the option. Is the hd fried?
 


^ that is not entirely true, the drive may be seen and some part of it could be read OK, but the drive can have issues which prevent it from reading the files needed to boot. Your system may have a BIOS-based drive check utility, boot into the BIOS and check. The vendor's support web pages may be usefull also.

^Agreed. If there is no BIOS HDD diagnostic, a few brands have a diagnostic partition. Dell and HP usually have them and are in the boot options. F12 for Dell and it should be F10 for HP. If you happen to have either of those brands. If you can find out the manufacturer of the hard drive, you can download their diagnostic tool.
