HP Pavilion laptop will not power up

Hello,
HP Pavilion laptop is black screen .... flashing scroll & Cap Lock Key.
On attempt to power cycle - is not powering up.

Hello and welcome to Tom's Hardware Forums.

Is there a non-bootable CD in the ROM drive? That could cause this if the system is set to boot form CD. Do you have a system disk? Either an XP CD or a Vista or Windows 7/8 DVD would help you here.
