Rising CPU Temperature

A year or so ago I built myself a Core 2 Duo computer. I have the stock cooling on the CPU and there are 3 large case fans. When I first built it it was running around 35-40. Now it's running almost at 60. I'm a college student so it's been transported quite a few time in cars, although carefully. Do you think the rise is because the compound on the stock CPU fan is worn out? Any help is appreciated

Dust does hurt cooling. My friend had his cpu over 100c from dust alone..

Also make sure speed step is still on and there is not fan speed control on. This kind of thing can be overlooked after a bios update.
