Cpu Heats Up Q6600

Intel(R) Core(TM)2 Quad Processor
I buy new processor and motherboard.
My old processor was P4 3.0 GHz. No OC
The temperature of that processor was 45 c* to 50 c* at ideal and 60 c* to 70 c* at full load (while playing games).
But this new processor (Q6600) temperature is 65 c* to 70 c* at ideal and 80 c* while full load.
The fan speed of that processor is around 2500 to 3000 rpm and the fan speed of this processor is only less then 1000 rpm while this much of heat.
What can i do to reduce this temperature? Or any other solution?
CPU fan is properly installed. I try to reinstall the cpu fan which came with Cpu, still same result no change in temp result.

In India only coollerMasters Cpu fans are available.
Plz some one can help

It is Q6600 G0 stepping.
I have Intel DG33FBC Board.
Heatsink is properly seated Double check.
How to increase Fan speed.
I don't have any proper option to increase fan speed in this motherboard.
Is there are tools available.
