IBM promises cooler chips with capillary-action and water jets

IBM's Zurich labs have developed a new heatsink and water-cooling that promises to cool chips up to six times better than conventional air cooling. The heatsink contains tiny channels similar to the capillaries you would see in tree leaves and in human circulator systems. The channels allow either water or heatsink compound to spread more uniformly and thereby dissipate more heat. Read more

I have a Gigabyte DS3 and a Intel Dual-Core E2140 Allendale 1.6GHz LGA 775
I've heard of people being able to clock it at 3ghz is it true?
What kind of cooling would I need to achieve like 2.5ghz ?
I was thinking about getting the Artic Cooling Heatsink which sells on newegg for 21.99 included shipping...
My budget for the sink is about $40... but you know if I can save.. why not...
Would I be able to get the most out of the overclock with the Artic Cooler ???

It's going to be my first time trying to overclock, thanks

I also believe the CoolerMaster TX-2 Can be had for $10-$2 after rebate. I bought mine at the Egg for $10 after rebate and I recently saw it for $2 AR at zipzoomfly. I have it and I have my E2180 @ 3Ghz. Never goes over 53C even after hour of prime95 small FFT's. Cant beat that with a stick for that price.

I'm pretty sure the 120 Ultimate or something like that was the best HSF as of right now. But the problem is the damn thing cost almost as much as an E2160! LoL. Thats why I suggested the CM TX2. It's far from the best but it does a pretty good job in my current setup and the key part, for the price.

The AC Freezer 7 Pro with the preapplied paste is awesome (its MX-1 I think). My E2180 hasn't passed 45C under load.
