X1950 is the best choice (Either the X1950GT for $115 or the X1950 Pro for $135), the 8600 or HD2600 don't stand a chance against either of them. However the 8600GT and HD2600 draw their power from the slot.

Your resolution is probably 1680x1050 assuming its a widescreen panel. What games do you plan to play and what kind of quality or performance do you expect? How much do you have to spend? What PSU do you have?

Since you have a 250W PSU I feel I need to ask another question. What are the rest of your system specs like? If the rest of your system is towards the low end it will definitely pull your overall performance down. Definitely get a decent PSU. The most important advice I can offer (FAR more important than 8600 vs 2600 vs 1950) is that you SHOULD NOT skimp on the PSU. I'd also say that getting a respected brand is more important than getting a lot of wattage.

Here are a few that you should consider for a PSU.

PSU - $60 shipped - $5 MIR = $55
FSP Group (Fortron Source) AX500-PN ATX2.2 500W Power Supply 110-120/ 220-240V UL, CSA, VDE, NEMKO, TUV, CE, CB, FCC - Retail
http://www.newegg.com/Product/Product.aspx?Item=N82E16817104037

PSU - $60 shipped Hard to beat at this price
Antec earthwatts EA430 ATX12V v2.0 430W Power Supply 100 - 240 V UL, CUL, FCC, TUV, CE, CB, C-tick, CCC – Retail
http://www.newegg.com/Product/Product.aspx?Item=N82E16817371006

PSU - $100 shipped - $45 MIR = $55, can’t beat for this price
Antec NeoPower NeoHE 550 ATX12V 550W Power Supply 100 - 240 V UL, CUL, TUV, CE, FCC, CCC, CB, C-tick – Retail
http://www.newegg.com/Product/Product.aspx?Item=N82E16817103941

Any of these will work for almost any video card. The 550w Antec would be the best buy, but you'll have to wait for the $45 MIR (if you trust MIR's).

If I had to choose between the x2600 or 8600gt, I would get teh x2600xt. But if I was spending correctly, I would get the x1950pro, it'll play games much better than any of the x2600's or the 8600 gt's.

Hipro...never heard of it before. Anyhow, although I believe the 1950Pro or GT is the best value, if you do not intend to overclock, stick with the 2900XT. If you do want to, the 8600GT will do fine. Why you ask? The Ati's overdrive function in the 2900XT or Pro limits the overclocking ability of the card. The highest clock speeds you can get is 857mhz for core which is an 57mhz overclock. The core clock 8600GT can soar past 150mhz overclock because there is no limitation.

So I'm assuming your talking about the 350w Basiq for $47 shipped at newegg?
http://www.newegg.com/Product/Product.aspx?Item=N82E16817371003

For the same $ I would get this, instead, since it has a little more power and has a 6 pin PCI-e connector, which you may need later.
FSP Group (Fortron Source) AX400-PN ATX12V 400W Power Supply 120/220 - 240v NEMKO, TUV, CSA, IEC, UL, CE - Retail

This doesn't leave alot for a higher GPU, should be fine with a x1950pro, but not much more than that.
What parts are you buying, GPU/PSU only? And what is your budget for this? We can only help you better by know these things.

I wouldn't run a 1950Pro with this psu (25amps) but that's just my opinion
http://www.newegg.com/Product/Product.aspx?Item=N82E16817104953

And I know I wouldn't use this @ 12amps
http://www.newegg.com/Product/Product.aspx?Item=N82E16817371003

I wouldn't necissarially do it either, but if he's buying the 350w Basiq, why not just get teh 400w I listed. It should run a x1950pro, but be on the edge of the limits. I was just trying to give him a better alternative to the possible one he was talking about. I'm currently running a x1800xt on a 13A PSU (don't laugh too much, I didn't know what I was doing back then, but now I know much more).

Yep, me too, but don't know what the budget is, so I was assuming he was talking about the Basiq, since he stated he didn't have much $. The 400w FSP would probably be the lowest PSU that I would buy right now with a low end system. Any bigger GPU and one needs to fork out about $60 or more for a more powerful system. Just my opinion.
