New build, boots up then restarts Help!

Ok fellas, I have a huge problem on my hands.

I just put together my friends PC and this is what we have encountered:
First boot > BIOS screen (different pc beeps, not sure how many, but it was definetly telling me something was wrong) and it got to a screen that said "Bios Auto recovering............."

All boots after that > PC turns on, heatsink fan is working, case fans working, no pc beep, and then proceeds to reboot. Nothing comes up on the screen, it just continuously reboots itself.

One weird thing though > when the heatsink fan (stock intel) was connected to the cpu_fan connector, it would not spin at all; it would twitch now and then, but not spin, but it works when connected to a sys_fan connector.

Not really sure where to go from here. Any help would be appreciated. Everything was bought from NewEgg.

I'm really leaning towards mobo because the PSU had the fans spinning and etc prior to this most recent problem with the constant restarts. I'm thinking about just shipping the mobo back...
