ATi Tray Problem OC'ing 1900XT

Hi Guys, hopefully you can help me out here, I have been over clocking my video card for over a year, when all of a sudden I went to set the voltage from stock 1.2 > 1.4250 but once I hit apply in ATI TRAY TOOLS, it just reverts back to 1.2, never had this problem before and I am not quite sure what would just cause this all of a sudden. Any help would be greatly appreciated, thanks. My system is older so please do not laugh at it

ATI X1900XT (usually @ 648/774 @ 1.425)

20.1" LG Flatron LCD screen (1680x1050)

You do have the latest drivers for your video card and the latest version of ati tool right? Also, not sure on this, but can you definitely control the gpu voltage from oc utilities with all cards?
