PCI Latenecy Timer Issues

I've the exact same issues this guy had, only his solution doesn't work for me because my computer doesn't see my graphics card, or something similar:

I've tried PCI Latency Tool/PowerStrip but it doesn't show anything that I've connected:

Yes, stuttering, as if my onboard sound isnt getting enough room. I'm worried that when my X-Fi sound card gets here today or tomorrow, I won't be able to change its setting so it has higher/lower latency.
Also, I've read that lowering the GPU's latency can affect the computer positively too.

Oh...crap...the gfx card is PCI-e...

I just now noticed...

But still, the latency tools don't even recognize that I've other devices connected.

You can set the PCI latency from BIOS. Default is 32 or 64. No need to use third party software to set it again. 32 is the lowest.
Lowering the PCI latency can have positive impact and negative impact such instability to your system.
Current PCI peripheral are fine with 32 latency, but if your system are hang or crashing after changing the latency value, better leave it on 64.

I forgot to mention that I've already done that and none of the settings that it allows me to choose (32, 64, 128) fixes anything.

Can you explain on what is your stuttering problems ? is it in games ? what kind of games ? on what resolution do you play ? are there any background programs running while you play ?

Stuttering is not only about latency, other peripherals or programs can cause stuttering.

- When I load a program, it crackles/stutters. When I, for example, click Control Panel, it should play the "click" audio. What I hear is "cl-l-l-lrrick." The same applies for my music, and the player doesn't matter.
- When I load COD4 on this partition, the audio/gfx in the intro stutters, but the gameplay is fine. I can play Team Fortress 2 and CS1.6 at 1024x768 fine. On my new partition which I created a few days ago for testing purposes, the intro plays fine, but I have no bass.
- I've no bass. My old 5 year old AMD Athlon 3000 had better sound as far as quality/stuttering goes. It's not my headphones, they sound good on my iPod.
- I've had this problem for weeks and read just about every thread pertaining to this issue. I think it's either a PCI Latency issue or a driver with my HDD...
