Fail at restore to factory settings

My computer had a few issues and I was told restoring to factory settings could help. So I backed up all my files and went through with the process. Now my computer will NOT boot!! I get to the microsoft corporation load page and thats it. I cannot boot in safe mood either. When I attempt to I recieve a msg telling me that windows installation can not occur in safe mood please restart your computer. Then it restarts. I have read a million forums and talked to a few ppl so far I have not got much help. PLZ ANYONE. i just bought this desktop it is very nice. I would greatly appreciate the help. Thanks!!

1. Start your computer with CD-ROM.
2. Insert windows Vista Installation CD.
3. Wait for Completing Copying Files Process.
4. Select Language.
5. then Click on 3rd Link which is Windows Complete PC Restore.

then your Computer will Restore with Factory Settings.
