Has anyone noticed a delay of about 5 seconds with the digital closed
captions on FOX-HD?
I've seen this for about two weeks now. Is this a FOX or affiliate issue?

Don't know but I've mentioned it myself several times on this board. Since
it seems to be only on FOX, I guess is it's a FOX issue. I e-mailed them
about two weeks ago but never got a reply.

It depends on where the captions are coming from. If they are decoding
line 21 NTSC captions and re-encoding them to the digital standard
there might be some latency.
Captions on live shows come from a stenographer who has special strokes
that call up stored stuff like sports players names from a computer.
The steno systems is based on phonemes. Homonyms are a major problem. I
recall seeing a caption that identified someone as a cereal killer.

The good captain was Bruce Draper(?). Last I saw any mention of him it
involved copying BART tickets. Has he gone to the big blue box in the
sky?
