photoshop, torrent pc

So my PC recently gave out, I have been lurking these forums for awhile trying to get some ideas on a budget build. Could someone recommend a build for me? I have no clue where to start.
I don't want to spend more than $550

No gaming for this pc, its pretty much just for internet, microsoft office, itunes watching vids and very light photoshop usage.

I already own a dvd rw and keyboard, mouse, speakers.

please help me.
