In most bios's it will allow you to set the speeds at the temps you want. It has control via PWM or Voltage-PWM works but the fan never goes higher than 1700 RPM and it can easily manage 2500 RPM with PWMs off. It's a really cumbersome programs so I recommend just turning off automatic CPU fan control.
