Things you could do:

Reflash BIOS
Try a different DVD RW

Can you USE the drive correctly?

Try starting with complete specs, how are we going to make any guesses (because that's what they are) if we don't even know what you have?

Verify these assumptions/answer questions.

1. It's a new build.
2. SATA or PATA HDD and DVDs?
3. You have booted to BIOS with HDD connected and it is recognized properly?
4. You have set fail-safe defaults and rebooted.
5. You are connecting the blue end of the IDE PATA ribbon cable to the motherboard, assuming PATA DVDs?

That's enough information for me to make a guess. You said it was working so I have to assume that you have it strapped for master and installed at the end of the cable.  Either you have a bad ribbon cable, or your mobo is screwed up. I'm assuming you changed ribbon cables so I have to blame the mobo. If you can throw a HDD on the PATA and it recognizes it, then I don't have an answer. One thing to do, that would be cheap, is to pick up a cheap SATA DVD-RW OEM for about $30-$40. You will need a SATA cable. Assuming it is your mobo, that will be cheaper than buying a new mobo. As I said, try a new ribbon cable first, if you haven't already.

How cool is that!

Wouldn't a setting in bios cause this? Like say having raid enabled on the ide channel?
Did your system just one day stop booting with the cd/dvd drive installed?
Maybe you could fill us in on how this situation came about....

The RAID won't cause gibberish in the BIOS on the Standard CMOS Features page. Additionally, RAID is available only on the SATA ports not the PATA. Not that it applies, but RAID is also disabled on the SATA ports by default.

One other thing, that I suspect you have tried and it's somewhat of a long shot, is to manually default the CMOS (see pic). If you want to go to the last step, unplug all USB mobo headers, the HDD, floppy and any other USB stuff plugged into the back panel except the Keyboard. Leave only VGA, DVD, Keyboard and fans and try to boot. If that fails, to be sure it's not the keyboard, swap with another temporarily, and boot again. Longshot but worth a try.

I really feel bad about your problem. Better you disassemble your computer and try to assemble it properly or else you get some help from hardware engineer.
