To fix your Problem need to run a Command Prompt as Administrator

Start > All Programs > Accessories > Command Prompt (Right-Click and Run as Administrator)

in Command Prompt type: netsh winsock reset

then Restart you Laptop then your Problem will solve :).

lol. u must be stupid (kidding) but realize this. Command prompt wont work in administrator, because it'll say Dependency service group failed to start. Sorry it failed for me.
