Really need help!

My brothers Windows Vista HP Computer has yellow and blue bars going across the whole screen. He thinks it started because of the new Internet Explorer 9 which I recently installed because ie9 keeps freezing. Apparently he can only start up into safe mode and the blue and yellow bars are still all over the screen.
It it for sure from ie9? He said there was nothing else new. I would think its from the video card but ie9 has consistently been freezing and shutting down the computer. But how could ie9 be causing this?

i really really doubt its internet explorer.
If he can only start in safemode, then that means its prob. a driver or something thats not working (since they don't all load in safe mode)

I would try updating various drivers from the manufacturer's website. Starting w/ the video card.

If that doesn't work, i'd do a System Restore (hopefully you've had your PC make restore points).
if that doesn't work, do a system repair from the installation disk.

Forgot it could also be a Bad cable !
