Time Slowing Crash

Hey,
I just built a new PC, everything seems to be working fine. Except once in a while when I'm watching a video either online or offline, the computer will begin to do this weird crash. The programs don't close but its like everything is getting slower and slower. The mouse moves slower and the audio from the video slow and slow while the video playback turns into a still image. Within 3 sec the audio turns into one long tone and the mouse doesn't work. It doesn't give me blue screen but nothing responds. I have to manually reset. Has anyone encountered this? and how can it be fixed? Also, where can I view of copy of the log of the crash while it happened so I can at least try to figure out whats going on? Thanks.
 
Check Event Viewer by clicking the Start button , clicking Control Panel, clicking System and Maintenance, clicking Administrative Tools, and then double-clicking Event Viewer.‌ If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

Ok I see this error when it starts logging an error and crashes.
