New Build Decision Help!

Hey everyone. I've been researching components for a new general use/gaming PC for quite some time now, and I've finally begun to order some parts. I just ordered a 2900pro and 20" LG monitor, but I'm still trying to decide on some key components.

CPU: It's between an e2160 or AMD x2 4400+. I've read so much about people easily achieving 3.0+GHz OCs with the 2160, but I'm a complete noob when it comes to OCing. With both at $85 (although the MB combo would be cheaper with the 4400), which would be the better choice? Is OCing the e2160 as easy as it sounds? Is stock cooling enough at ~3.0ghz?
(also, for the e2160-Gigabyte p35 ds3l; 4400+ -not sure on the MB, what do you think?)

PSU: OCZ StealthXStream 600W, Antec NeoHE 550w, Corsair 450VX and 550VX. Would the 450vx be enough power for a 2900pro? Is the OCZ Stealthxstream on the same tier as the others? Would any of these be better than the others?

Memory: I was planning on just getting some cheap A-Data 2gb ddr2 800 pc6400 originally. If I were to get the e2160, can I OC with this stuff reasonably well or would you recommend something else? I would like to keep it cheap unless it would really make a significant difference to get something more expensive. Also, I see all those rebates out there for RAM, but honestly I just don't want to deal with them unless there are an overwhelming amount of testimonials of people here getting their MIR hassle-free.

For PSUs, I would say bigger is better as it will ensure uninterrupted power to your OC'ed CPU and GPU. I have an OCZ PSU and it works great, and I've heard Corsair's is very nice too.

For RAM, you probably won't see much difference between 800 and faster. I'd recommend 2Gb DDR2-800 from a decent memory company. (OCZ, Corsair, Patriot, etc.)
