Outllook 2007 Out of Memory

We have a few clients that are running Windows XP SP2 with Office 2003 and we just upgraded them to Outlook 2007. We are noticing some workstations are unable to copy/paste screen shots and we figured out the problem was setting the default editor to RTF would fix the problem. however, we are noticing some workstations with 3 gig of RAM are getting Out of Memory errors in Outlook 2007 when you try to paste an image which is over 2 megs. this is very strange. What is the issue and how can we work around it?
