Yup, the X1900GT consumes 75W of power and should work fine with the 420W PSU, just be careful not to overload the PSU when designing the system around it.
The CPU will draw another 75-125W, then you gotta add some more for RAM, motherboard, Hard drive, CD/ROM, DVD/RW, Fans, lighting.....
before too long the 420W PSU will be unable to run the system.
to be honest with you a 420W PSU is really too small to run a decent system, a PSU should not have to operate at 100% anyway, it needs sufficient headroom.
It should be fine, most current mainstream CPUs are about the 65W TDP mark. That gives you about 140W for CPU and video card. Even after adding all of the other things in your system, you still are under the 420W mark. It probably won't be able to take another graphics update after this, but should work fine for now.
