Keyboard will not respond

keyboard not responding on an HP Desktop. This belongs to a friend and i have no idea what kind it is. The mouse will work the keys will not. She used a regular and a USB keyboard and neither works. She has had it 7 years and it was working and now it's not. What is the problem with it? How can it be fixed? I tried to tell her to press F11 to do the restore but no keys are working but the shift and she said that made the mouse stop working. Please help.

Is F11 the correct key to access the recovery partition? It is on some PCs, but not all. Try other keys on startup to see if any others work. Common keys are F1, F2, F8, and delete.
