Without know the spec's on your HP, I noticed you said it spins slow. That may have to do with SMART fan speeds. So it turns at a specified RPM when the CPU is at a certain temp. Once it heats up more, the fan should turn faster. Though I could be wrong, and you might have a fan that is having some kind of problem..

So if you were to replace the cooler, the new fan may spin slow as well. You'd have to look at the options in your bios. Hopefully you'll find them.
