Here is my set up:

E4500
Asus P5Kpl-VM mATX
4GB of 667 RAM (2 2gig Sticks)
512 MB eVGA 8600gt
Vista 64bit

Currently my multiplier is at 11 with a fsb of 245 giving me 2.695GHZ. I would like to reach the 3.0GHZ or close to it. My current overclock is stable no hangs or crashes or reboots for 2 weeks. Vcore is 1.26 and cpu temp is 34 doing light stuff like browsing and using windows media player. Gaming or encoding video puts me in the high 40's or just above 50 and case temp is 22. Any suggestions on how to get to the 3.00 zone would be greatly appreciated.

Theres really no advice.....just keep trying to increase FSB.
Just a couple things:

1)Make sure you watch the Ram and that you dont destroy it

2)Test stability with Prime95 and watch temps with Speedfan and Coretemp. Do not exceed 70C

3)If it reboots add more vCore. Do not exceed 3.0

Also, you can try lowering multiplier. Sometimes it gives people better results. But watch your Ram speed.
