Overclocking a Radeon HD2600XT GDDR4

I have an HIS Radeon HD2600XT, and I am hoping to get some more juice than the stock 800/2200 (1100 DDR) clocks that it comes with. I had a few questions...

1. What is a good overclocking program for a major, but stable, overclock on it?

2. What exactly would be the procedure to use the program to overclock?

3. And finally, how much of an improvement would I see?

to answer question 3, you can't expect much from an overclock...a few frames per second here and there. Mainly overclocking the video card just helps smooth out things when they are near the 'borderline' region (around 30 frames per second)...otherwise it's not worth the extra stress on the card.

unless of course you just want to beat someone else with a similar setup and no oc!

The thing i am not understanding is...

I can only clock to 850/1170 stable. It uses a 65 nm process and heat is no issue...

So why can't I get it any higher? I would think that 1000/1200 would be reasonable.
