Entry point not found

I was in the process of removing service pack 3 when I lost power in the house. trying to re-start the computer the following message appears:

STOP: c000139 {Entry Point Not Found}
The procedure entry point GdiGetBitmapBitsSize could not be located in the dynamic link library GDI32.dll.

I have tried to safe mode but the same message appears, can anyone point me in the right direction?

You will likely have to do a repair install. Michael Stevens has a step by step guide on performing a repair install here.
