Cannot OC EP35C-DS3R w/ E2160

Here's the deal - I cannot increase the CPU Host Frequency by even 1MHz (ie to 201). When I do, the system won’t post, so something must be wrong. Can anybody help me out? I already read the sticky by graysky.

Here are my parts and BIOS settings:

Mobo: Gigabyte EP35-DS3R rev2.1, BIOS F2 (Latest Available)
CPU: Pentium E2160
RAM: Corsair XMS2 512MB x 2 Dual Channel, P/N: CM2X512-6400C4
Video Card: Radeon X300 (Watch out)
CPU Fan: Zalman CNPS7500-Cu

Then, in the right hand information pane, it says:
+ -> 800 Strapping
~ -> 1066 Strapping
# -> 1333 Strapping

I have no idea what that means.
