Is the Windows legit?

That error in IE means it can't connect to Internet. I'd check your connection first. The modem, router & adapter. Start, run, cmd, enter:

ping www.google.com

Any loss?

You may need to re-install the driver for the network card as clean installations would wipe these out.

If the driver is installed, then you need to try ipconfig /renew(from the command prompt) and hopefully this should resolve the issue.
