I've been running various stress tests on my pc to ensure stability. When I run prime95 my voltages stay pretty solid, but when I run 3dmark06 here is what I get

CPU Core drops from 1.46 to 1.44
+3.3v drops from 3.28 to 3.26 - kinda worried about the 3.28 I ALWAYS get with this and the drop to 3.26
+5v drops from 5.02 to 4.99
DIMM drops from 1.9 to 1.89

My temps are fine, and I overclock. Are these voltages within safe ranges? Because my 3dmark score will fluctuate by about 200 points up and down each time I run it.
Here are my specs

EVGA 680i SLI SE Motherboard
Intel E2160 Oc'ed to 3.4ghz (originally 1.8)
Zalman 9700LED
Ultra X3 600w PSU
EVGA 8800 GTS 320 Superclocked Oc'ed 665mhz gpu and 1050mhz ram (orignally 576
WD Raptor 74gig
160 gig IDE HDD
Lite-on DVD/cd drive

In general you want to be within 5% of the desired voltage (worst case).
So 5% of 3.3 = .165v (Thus, you should be at 3.3 + or - .165)
3.3v ok range from 3.135v to 3.465v
5v ok range: 4.75v to 5.25v
12v ok range: 11.4v to 12.6v
cpu may not tolerate a full 5% but you are far from 5% off on the cpu.

Also keep in mind that your motherboard has some percentage error in reading the voltages. But, you are far from any trouble with the values you list above.

Agreed. Your voltages are very normal.

That benchmark fluctuation is typical also.
