I have a DFI Infinity (same as the Lanparty people are more familiar with, more or less) and an Athlon 2500 XP Mobile chip, which I just got from a very old and trusted friend, and am sure the problem is on my end.
The problem is it is running at 600mhz when I check the dxdiag, etc. I do know that no matter how much I slow my fan down, the cpu never breaks 32c, so it must be running dog slow.
In the bios, the ram is set to 200, which it automatically chooses, but I can opt to go lower, just not higher. The ram is the 400mhz kind (with ddr). I am running 1 1gb stick and 2 512mb sticks in the mobo atm.
There is a CPU clock setting (100, 101, etc) in the bios, and a CPU multiplier (5x, 5.5x, up to 22x).
Does anyone have any idea how to set this so it is running at its native default processor speed, if not an OC'd speed?

Btw, if I remember right, your ram is running the correct speed, b/c ddr 200=400, in essence, 200x2=400 if I am making sense. Do some searching online and see what it's default multiplier was.
Are you sure you don't have cool and quite enabled?
I had this same issue on my laptop and I realized it was cool and quite, it was causing my CPU to slow to 700mhz and it would increase the CPU frequency to the needed frequency to perform the task at hand...
