I am a user of Last Pass and love it to death, I don't mind the fact that all my passwords are stored online, and could possibly be stolen. My dad on the other hand has an issue with that, so he uses KeePass.

Now he wants to be able to access his passwords from any other computer (he does not have a phone) but does not want to store them online with Lastpass or anything else like that.

Is there some way he could access his KeePass passwords from anywhere (web browsers)? He also has a Google Drive account, but if I put the KeepPass database file on there, that does not help him right? Because that file needs to be opened in KeePass.

Here is the link to KeePass, there is a features section.

Does not look like you can get to it thought a browser, it has to have the file and the program there to open it.
