Old Dell system

I am trying to fix an old Dell 4300 for an unemployed friend. Of course he has no restore or backup disc. This is what the screen says:
Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file.

It may also have IRQ issues, but since I am a rookie, (I can build a system but I can't troubleshoot) I'll try to learn one step at a time.
