How to make windows xp taskbar become normal

my taskbar on the top of the screen....how to make it to come bottom in the screen and my taskbar right now in the top but then there is a taskbar kind of corrupted keep on blinking in bottom so how to make it normal.i already restart the computer and even shut down and turn it on but still the same.pls help me.tq

right click on taskbar & deselect "lock the taskbar " after that you can drag you task to any position..
will you plz give the exact error msg with taskbar..
