Current hardware is:

MOBO: Gigabyte GA-P35-DS3L (Ver. 2.0)
CPU: Intel dual core E2160 (1.8 Ghz)
CPU Cooler: Noctua NH-U12P with one Noctua 120mm fan
Video: Sapphire Radeon HD 2900 Pro 512 Mb PCI-Express
RAM: Corsair XMS2 Twin 2x4096-6400C5DHX R / Total of 4 Gb with 2 sticks
PSU: Antec NeoHE 500 Watts
CASE: Antec Nine-Hundred

I want to overclock the E2160 to aproximately 3.2 or 3.4 Ghz hoping to keep it stable at these speeds with the Noctua NH-U12P which supposedly is running very close behind the Thermaltake Ultra 120 Extreme Cooler. The Antec 900 should be able to exhaust most of the internal case heat build-up. What would be good FSB and Core Voltage settings to start with ?

Obviously, start with stock speeds/voltages to get baseline values and make sure the RAM/CPU are working correctly.
After that, I'd go for 1333MHz FSB, as that's a "standard" FSB speed (and will give you 3GHz core speed). I'd start with a manual, not auto, CPU voltage of VID+0.075V.

I am running this same setup and I got to 2.8GHz @ 1.29V. Should I keep taking the volts down?

If you can. Always bring the voltages down as low as possible.

I couldn't stay at 1.29V. I went back to 1.35 for the 312FSB.
