Simple question.

If i setup a machine with a quad (6600) and 4 GB or ram and install windows XP will i be making use of the 4th gb of ram. 32 bit can make use of up to 3 gb or ram but is it true if you have a multi core processor?

Windows XP can see a max of 3.5GB. The rest is there but it's used for other things like programs and such. This is true even with a Quad.

So installing 8gb of ram and running windows xp is pointless? Even with a dual or quad core?

On Windows XP 32bit yes. The maximum support is only 4GB. You would need Vista 64bit if you want to take advantage of 8GB of ram.

Just a note that the "extra" memory not visible to Windows is not used for anything -- it's just as if it wasn't even installed.
