Non Unicode Programs

Hello,
I got a problem i cant change the language of non unicode programs, when i try to change it says setup was unable to install the chosen locale please contact your system administrator.
I'm the Administrator.
I cant view greek subs read greek comics and so on.
How can i change it?
i tried form the registry but on;y found the number from US not greek

I would check the startup programs and log on scripts and see if something is overwriting the registry key with the value for English (United States)

how can i manually change the registry key from Us to greek for the non unicode programs??
