Are these two about the same as far as features? My wife and I have the
Nokia 3595's. We are with AT&T and are going to switch over to Cingular.
Cingular offers these two. The difference in price is 20.00 (V551 is
higher).

The V551 has far more features, such as bluetooth (for wireless
shortrange connections to either pc's or headsets), the v551 also has
video camera capabilities, it is a worldphone, not sure if the v400 is
also a worldphone (meaning it will work in global gsm networks).. if
you want to compare them go to www.phonescoop.com and compare.
Though for the 20$ I would defenitely go for the V551 - you may find
later you regret it when you might have actually needed the bluetooth
or wanted the video capabilities.

Stay far away from the V400, I have had many problems with this phone that
could not be resolved. I moved to ATT (my luck) and got a V505 and it works
great. Cingular just swapped my V400 for V551 for $20 each.
As far as features have we all forgot what a phone is for? "Pressing ten
numbers and talking to a human!"
