I don't think I'd trust that PSU. At 400W, it's a little small to be running your system continuously. That particular model isn't yet on one of the PSU tiers noted below, but I'm going to guess it would end up on Tier-4 along with another low-end Thermaltake. There are better choices.

If your budget is limited, checkout the sparkle 400w version 2.2 for $45 plus shipping at newegg. It's the absolute minimum I would recommend. Without a 550w or greater ps, I wouldn't overclock the cpu. Rosewill is also cheaper, but you get what you pay for. Why put a cheap power supply with a $300 video card?
Newegg has an open box rosewill for $22.77 plus shipping. For the power supply, I would look at the corsair 550w for $100 plus a $15 rebate at newegg.
This appears to be becoming a habit. The Rosewill PSUs are junk, just like the Xion. Please stick to reputable tier 3 or better PSUs like the Corsair etc., and stop recommending the junk.

Are you sleepy? Rebate on the antec expires tomorrow. I'd recommend it also.
no way it will get here by tommorow. And if I pay for overnight shipping it wont be such a good deal after all.
what about this Forton source http://www.directron.com/ax500pn.html 36amps on 12v . I'm on a tight budget, but want a decent PSU. the Corsair HX Series 520W seems like overkill for what I need. I wont be using SLI or crossfire and I dont need modular cabling.
Anyway, for any 'budget' build that I come up with, I stick with Cooler Master for the case and FSP for the PSU. You can easily come up with a winning combo for under $100. Just for an example, the Cooler Master 330 and FSP 500W would be ~$85 after MIR.
