Virus stops programs opening!

Hi, one of my PCs a PB IMEDIA. Has a virus whereby the virus itself disguised itself as a virus checker, and my brother accidently downloaded it and now the PC wont open any programs, I also cannot find the original file to delete it, it has two icons in the taskbar which popup things. I have booted in safe mode and moved any neccessary files to an external medium but still dont know what to do about the pc :S any ideas
