Since Windows XP can only use 2 cores. If applications and games are released that are capable of using 4 cores would they still be able to access the extra two?

Who said Windows XP can only use 2 cores? It depends on the software itself, not the operating system.

XP and Vista are both capable of utilizing 4 Cores.

I'm running a Q6600, XP Pro - SP2 and Flight Simulator X - SP1, which is threaded for muliple Cores, and clearly indicates full utilization of all 4 Cores during the simulation.
