One thing that makes no sense is the Intel Xeon E5450 (Quad core, 12 megs cache, 3.0 ghz on 1333 fsb) is rated at 80 watts while the 3.0 ghz quad core 1333 fsb 12 meg cache QX9650 is rated at 130 watts.... these seem like the same part, at lteast to me.. maybe Intel is binning for low voltage parts in the server end of things?

We've been over this before... the TDPs for the extreme series are set for overclocking -- ie, with an unlocked multiplier, they have to ensure everything is OK with as hot as it can go. Look at the 65nm QX6700 vs Q6700 (or were those 6800?) to see what I mean. THey have different TDPs -- even though they (were) the exact same hunk-o-silicon.
The same is (more or less) true for the Xeon (no OC) vs QX (OC). No ULV stuff there.

If I understood you correctly, one can buy the Extreme X5450 at $64 less than E5450, does not OC it and then has E5450 look-alike on his hands with 80W TDP.

The names for the Xeon are different than for the Desktop.
The X in the xeon means 120W TDP, E mean 80W TDP (and L means 50W TDP).. neither of these are unlocked.
So, this is the equivalent of "energy efficent" and "not". You pay a premium for energy efficent.
So, I guess the Vorlon is right -- they do bin for both speed AND voltage for the xeons. =) (although the QX series is still the maximum possible voltage under extreme overclocking conditions.) (Also note that 120W tdp does NOT mean the thing chews up 120W, just somewhere between 80 and 120.)
